Geetesh Gupta spent his internship for his Masters in Data Science for Decision Making building a python version of setPCA. It doesn’t (yet) quite have all the features of the Matlab version, but it’s here and free for non-commercial use.
DTW4Omics
A few years ago during my postdoc I developped DTW4omics, a package for R which performs dynamic time warping on omics data. The link in the paper (https://journals.plos.org/plosone/article?id=10.1371/journal.pone.0071823 ) no longer works, but the code can still be found online here;

GenesetPCA – Updated April 2019
The new version of GenesetPCA has improved search for the optimal convex hulls allowing the user to choose which algorithm to use for this search, balancing accuracy with speed.
